Nairobi Senator Edwin Sifuna has accused City Hall of corruption following a sudden directive requiring all Nairobi County health facilities to change their bank accounts from Co-operative Bank to Sidian Bank.
In a statement on his official Facebook page, Sifuna questioned the motive behind the decision, saying it raised serious integrity concerns.
“The health facilities in Nairobi have been banking with Co-operative Bank, a tier one bank with a solid history and reputation,” he wrote.
“How you wake up one day and direct all of them to move to a tier three bank cannot be explained any other way than that corruption is at play.”
Sifuna’s remarks came after a letter dated 5th November 2025, from the Office of the Governor, Nairobi City County, surfaced.
The circular, addressed to all Chief Executive Officers of Level 4 and 5 hospitals and officers in charge of county health facilities, announced a decision to shift to another alternative as the county’s principal banker.
The letter, signed by Godfrey Kumali, Acting County Secretary and Head of County Public Service, stated:
“This correspondence hereby serves to communicate the resolution of the County Executive Committee to request that you complete the attached forms to facilitate the opening of your respective accounts.”
Health facilities were instructed to submit all completed documents to the County Executive Committee Member for Finance and Economic Planning by Friday, 7th November 2025.
The letter was copied to the Governor, Deputy Governor, and the County Executive Committee Member for Finance and Economic Planning.
City Hall is yet to respond to Sifuna’s allegations.
The Senator’s post has sparked public debate online, with many Kenyans questioning the rationale behind abandoning a major tier-one bank for a smaller lender.
