Governor Sakaja Reshuffles Nairobi County Executive to Boost Service Delivery

Nairobi Governor Sakaja Arthur Johnson has announced a sweeping reshuffle of County Chief Officers, reassigning ten senior officials to new portfolios.

This, he said is in a bid to enhance efficiency and align leadership with the city’s evolving priorities.

The changes, which take effect immediately, were made under Section 45(5) of the County Government Act 2012.

In a statement, Governor Sakaja said the move reflects a strategic realignment aimed at “matching talent with the needs of Nairobians.”

Among the notable shifts, Godfrey Akumali moves from Business and Hustler Opportunities to Housing and Urban Renewal, while Lydia Mathia takes over Akumali’s former docket.

Tony Michael Kimani’s role expands to include Estate Management alongside Social Services, and Dr. Machel Waikenda now oversees Mobility and ICT Infrastructure.

Geoffrey Mosiria, one of Nairobi’s most visible and hands-on County Chief Officers, has been reassigned from Environment to Citizen Engagement and Customer Service in Governor Sakaja’s latest executive reshuffle.

Known for his proactive stance on urban cleanliness and community outreach, Mosiria has often been seen on the ground—whether leading clean-up drives or mediating with residents on environmental concerns.

His new role places him at the heart of public interaction, a space many say suits his energetic and people-first approach.

Other reassignments include Clement Rapudo transitioning from City Culture to Smart Nairobi, and Zipporah Mwangi stepping into his former role. Sande Oyolo moves to Medical Facilities, replacing Hibrahim Otieno, who now heads Environment.

“This reshuffle is about responsiveness, innovation, and ensuring every sector is led with purpose,” Governor Sakaja said.

“We are building a city that works for everyone.”
