West Mugirango MP Stephen Mogaka has urged the National Police Service Commission (NPSC) to prioritize the payment of non-practicing allowances owed to in-house counsel serving within the National Police Service.
Speaking during the morning sitting of the National Assembly, Mogaka said the matter directly touches on his legal profession and raises serious concerns about professional, labour, and human rights protections.
He explained that in-house counsel are required to forfeit private legal practice upon joining public service — including shutting down their law firms and refraining from retaining private clients.
In return, they are entitled to a non-practicing allowance as compensation for the restriction.
Mogaka termed the failure to pay the allowance a grave violation of professional and labour rights, stressing that every profession deserves protection and respect under the law.
He urged the House to treat the matter with urgency to ensure compliance with the relevant court judgment and safeguard the welfare of legal officers serving in public institutions.
The issue is expected to be addressed before the relevant departmental committee.
